In a major step toward strengthening well integrity and environmental visibility in Angola, Victory Oil & Energy (VOE) completed a large-scale inspection project in Cabinda Province. This project stands as one of VOE’s successfully executed past projects, delivering verified, actionable insights that transform previously uncertain well data into a structured and reliable foundation for decision-making. Commissioned by the National Agency of Oil, Gas and Biofuels (ANPG), the project contributes to a broader national drive to systematically identify and assess drilled, buffered, and abandoned (P&A) wells across Angola.
Focused on the Cabinda region, the project underscores VOE’s commitment to advancing environmental stewardship, operational transparency, and data-driven decision-making within Angola’s energy sector.
The scope of work involved extensive field inspections and stakeholder engagement, including collaboration with government representatives and local communities to validate well locations and gather historical insights. Each well site was rigorously assessed for physical evidence, gas presence (H₂S and CH₄), and signs of oil contamination, with all findings systematically documented.
Initial site visits conducted in November 2022 revealed inconsistencies in the geolocation data provided. Through further analysis and the integration of additional historical documentation, VOE identified significant discrepancies, ranging from 50 to 400 meters in previously recorded coordinates. This prompted a strategic reassessment, including a reconnaissance mission and subsequent field verification exercise in 2023, ensuring greater accuracy in well identification and access planning.
Through this enhanced methodology, VOE expanded the known inventory of wells in the region from 76 to 140, following deeper community engagement and historical validation. After excluding active wells outside the project scope, over 120 wells were comprehensively evaluated.
In addition, a minor oil leak was observed in one well, attributed to a detached production pipe, highlighting the importance of continued monitoring and intervention where necessary.
The project also identified access limitations to certain operator-controlled sites, reinforcing the need for ongoing collaboration across stakeholders to ensure full visibility and accountability within the sector.
VOE’s Inspection Services team leveraged a combination of technical expertise, field adaptability, and community-driven intelligence to deliver a robust and reliable dataset. This effort not only strengthens the integrity of Angola’s well inventory but also supports informed decision-making around decommissioning, environmental management, and future exploration activities.
