Angola Emerges as Africa’s Most Active Licensing Market with 60 Blocks on Offer

Angola is aiming to award up to 60 oil and gas concessions by the end of 2025 through its ongoing licensing initiative. According to Agência Nacional de Petróleo, Gás e Biocombustíveis (ANPG) Executive Administrator Alcides Andrade, the country has already granted over 50 blocks, with more than 20 awarded since 2024 alone.

With a six-year licensing strategy now in motion and fiscal reforms in place, Angola is positioning itself as a leading destination for upstream investment in Africa. ANPG projects around US$70 billion in capital expenditure over the next five years. 

On the production side, the country plans to keep output above one million barrels per day. New offshore developments such as the Agogo, Begonia and CLOV Phase 3 projects reached production this year.

In the gas sector, ANPG is advancing its Gas Master Plan to bring non-associated gas reserves online. The upcoming Quiluma and Maboqueiro project is expected to strike first-gas by late 2025, helping diversify Angola’s energy mix. The country has estimated more than 38 trillion cubic feet of gas potential.
